Qualifications

Voter registration lists, established by the South Carolina Election Commission, are the sources for all grand and petit jurors who serve in the District of South Carolina. Names are randomly drawn from the lists to create a Master Jury Wheel which is refilled every two to four years. Qualification questionnaires are then mailed to each person in the Master Jury Wheel.

Those determined to be qualified to serve based upon the criteria set out below make up the Master Qualified Jury Wheel from which jurors are randomly selected as the needs of the court require over the two to four year period. Jurors are selected to serve in their geographic area. There are special circumstances in which jurors from the entire district are summoned to one location.

Detailed information is contained in the District's Jury Selection Plan. To be legally qualified for jury service, an individual must:

  • be a United States citizen;

  • be at least 18 years of age;

  • reside primarily in South Carolina for the past year;

  • be able to read, write, speak and understand the English language;

  • have no pending charges for a violation of state or federal law punishable by imprisonment for more than one (1) year;

  • have no conviction of a state or federal crime for which punishment could have been more than one (1) year and civil rights have not been restored;

  • no physical or mental disability that would interfere with or prevent a person from serving as a juror.
